What is the Warm Homes Plan?
The Warm Homes Plan is the UK government’s long-term programme to make homes warmer, cheaper to heat and less reliant on fossil fuels, while tackling fuel poverty and supporting the transition to net zero. Backed by £15 billion of public investment, the plan sets out how up to 5 million homes could be upgraded by 2030 through a combination of grants, consumer finance, regulation and local delivery.
The programme focuses on improving energy efficiency and heating systems in existing homes, particularly those that are hardest to heat and most expensive to run. While support is available more widely, the Warm Homes Plan places a strong emphasis on low-income households and those living in fuel poverty, helping to reduce energy bills, improve comfort and deliver healthier living conditions.

Key Goals of the Warm Homes Plan

Main Components of the Warm Homes Plan
- Boiler Upgrade Scheme (BUS)
BUS provides grants of up to £7,500 to support the installation of heat pumps, helping households replace fossil-fuel heating systems. The scheme is designed to work alongside insulation and energy efficiency improvements. - Warm Homes: Local Grant (WH:LG)
A locally delivered grant programme for households living in low-income and fuel-poor circumstances. Funding is allocated to local authorities, who identify eligible homes and work with delivery partners to install measures such as insulation, solar PV and low-carbon heating where appropriate. - Warm Homes: Social Housing Fund (WH:SHF)
Capital funding for local authorities and housing associations to improve the energy efficiency of social housing, lowering tenants’ bills, improving comfort and supporting landlords’ decarbonisation plans. - Warm Home Discount (WHD)
An existing bill-support scheme that continues alongside the Warm Homes Plan, providing financial help with energy costs for eligible households.
