Big Changes to Heat Pump Rules in 2025: What It Means for Homeowners
Big Changes to Heat Pump Rules in 2025 as The UK Government has taken a major step forward in helping households switch to low-carbon heating. As of 2025, planning rules for air source heat pumps (ASHPs) in England and Wales have been relaxed, making it easier—and faster—for homeowners to install this energy-efficient technology.
At Aura Retrofit, we welcome this change. It removes key barriers for many properties, especially those with limited space, and makes air source heat pumps a more viable solution for more homes.
Here’s the main big changes to heat pumps — and what it means for you:
1. One-Meter Boundary Rule Removed
Previously, heat pumps had to be installed at least one metre from your property boundary. This restriction has now been scrapped.
What this means:
More flexibility in choosing where to install your system—especially helpful for smaller properties or urban homes with limited outdoor space.
2. Bigger Units Now Allowed
The maximum size of an air source heat pump has increased from 0.6 cubic metres to 1.5 cubic metres.
Why it matters:
This means more powerful and efficient units can now be installed under permitted development, without needing a planning application.
3. Detached Homes Can Have Two Heat Pumps
If you live in a detached property, you’re no longer limited to one unit. You can now install up to two air source heat pumps without planning permission.
Ideal for:
Larger homes or more complex systems that need greater heating capacity or separate zones.
What Still Applies
- Noise impact: Even though the boundary rule is gone, installations still need to pass noise assessments to protect neighbours.
- Conservation areas: Some homes—especially those in protected zones—may still need planning consent.
- MCS Standards: All systems must still meet Microgeneration Certification Scheme (MCS) standards for quality, safety, and performance.
Why This Matters
These planning updates are designed to accelerate the rollout of low-carbon heating across the UK. By cutting through red tape, they make it much easier for households to make the switch and reduce both energy bills and carbon emissions.
